Processes and Rules of Play for Fort Qu’Pelican River Race
Lottery License
Prize list and budget are developed and submitted to the Saskatchewan Liquor and Gaming Authority for Lottery Licence Approval.
Tickets
10,000 tickets are printed and numbered in ascending order from 1 to 10,000. Tickets are sequentially booked in quantities of 25 (400 books).
Ticket books are distributed to community members. Ticket buyers write their name, address and phone number on the ticket stub. Tickets are sold by club members and at community businesses.
In the case of ticket purchases using e-transfer at [email protected] tickets are completed on behalf of the purchaser upon the transfer’s receipt. The purchaser is in turn sent a message confirming their ticket purchase.
Ticket numbers SOLD are recorded on a control sheet.
Pelicans
10,000 small plastic pelicans are individually numbered with permanent ink. All sold pelicans will be verified and placed in boxes containing 50 pelicans per box.

‘Pelican Headquarters’
On July 1, 2025, the Pelican Headquarters will be located at:

-the location for the control sheets used for the race
-the location that all tickets are returned to
-the location the race auditors will use after the race, to confirm the prize winners.
Start Line
The location is where the pelicans will be released into the Qu’Appelle River. This location is at the east side (downstream side) of the dam situated at the north end of Bay Avenue.
Finish Line
The finish line will be located at the bridge on Boundary Avenue on the north side of the town of Fort Qu’Appelle. The finish line will be comprised of two wooden poles (approx. 40 feet in length) that are each attached to opposing river banks. The poles, now floating, are joined together to form a V. The pelicans will flow into a narrow chute that will align them in single file to the finish line.
Volunteers, under the direct supervision of the race auditor, will gather the winning pelicans as they pass through the finish line.
Security
A group of local volunteers will be selected as the security team. The security team, under the direct supervision of the race auditors, will load the sold pelicans into the cage at the start line. Once the pelicans are released, the security personnel will follow the pelicans as they float down the Qu’Appelle River ensuring that all spectators remain atop the river banks during the course of the race.
Retrieval of Pelicans
A group of local volunteers will be selected as the group responsible for retrieving the pelicans out of the river upon the conclusion of the race. At no time will a member of this group enter the race course to retrieve any pelicans until such time as the winning pelicans have crossed the finish line. As the seven pelicans are retrieved, they will be placed into numbered holes in the ‘Pelican Nest’ box and the lid secured.
Determining the Owners of the Winning Pelicans
Once the winning Pelicans have been gathered at the finish line and handed over to the race auditors, the auditors will transport the container of the winning pelicans to the “Pelican Headquarters”. At this time, the winning pelicans will be taken from the container in ascending order, the number will be read and the corresponding ticket number assigned to that pelican will be determined by the use of the control sheet. The purchaser of that ticket number will be confirmed by matching the pelican number to the ticket stub on file. The auditors will officially approve the winner’s name at this time. A list of winners will be developed and announced publicly. All winners will be contacted and prizes will be awarded after all pelicans have been accounted for and not duplicate numbers are found.
In the event that a prize is not claimed, it will be held for one year. At the end of one year, we will contact SLGA and ask permission to donate the money to a charity approved by SLGA.

- The pelicans are released simultaneously and randomly into the river and float on their own towards a pre-determined finish line.
- At the finish line, the first 7 pelicans are removed from the water in the order they arrived.
- The first seven pelicans across the finish line are eligible to win and their numbers recorded on a supplied form.
- The first seven numbers will be the winners as per above.
- The retrieving of the first 7 pelicans and their number being documented is recorded on video.

Rules of Play:
- Maximum of 10,000 pelicans will be sold at a cost of $10.00 each
- Each plastic pelican has a distinctive number imprinted on it.
- Tickets are numbered from 0001 to 10,000.
- Only ticket numbers sold are entered onto a control sheet. The pelicans with the corresponding numbers are bagged, 50 per bag, and set aside until race time.
- Only the pelicans sold are placed into the race.
- Pelicans are placed into a cage and dropped/released into the Qu’Appelle River.
- Winning pelicans are gathered in order at the finish line under supervision of the race auditors and then turned over to them for verification at Pelican Headquarters.
- Auditors will determine, by the control sheet, the purchaser of the ticket that corresponds with the winning pelicans. Purchasers of those ticket numbers will be deemed winners for the corresponding prize to which position that pelican placed in the race after final verification to the actual number sold.
- The first seven pelicans to cross the finish line are gathered and their numbers recorded on a supplied form in the order retrieved. There will be 7 winners.
- All prizes will be paid by cheque.
- Tickets may only be sold within the Province of Saskatchewan. Orders from outside Saskatchewan will not be accepted.
- There will be no restrictions on who may buy tickets.
Alternate race plans in case of inclement weather:
- We will be assessing the weather conditions including wind direction and speed prior to the dropping of the pelicans into the water. We want to avoid a situation such as occurred in 2016 whereby the pelicans were escaping into Echo Lake, the exact opposite direction of current flow.
- In the case of extreme circumstance including weather, high winds or winds blowing in the opposite direction that would eliminate the possibility for conducting a successful race as outlined:
- It will force us to go to a physical ticket draw situation, to be held at Pelican headquarters at 8:30 p.m. prior to the fireworks.
